Default used car dealer license

Does anyone have their license or know the rules really well? Georgia makes it so hard to get your license that I'm trying to see if there's a way around getting a Georgia license while still being able to resale cars and have access to the wholesale auctions. I'm looking for a second source of income. I doubt I would sale more than 3 or 5 cars a year. I'm more interested in being a broker than having a used car lot.

The big rub to getting a dealer license in Missouri anyway is you have to have a Garage Insurance Policy which starts at about $3,000 a year. Other than that, a physical address, sign on the door, file cabinet and a phone number are all you need.

That's not a bad deal if you can blanket your keepers under that policy.

Thanks guys. The problem for me is seen here under operating from a residence. http://sos.ga.gov/index.php/licensing/plb/51/faq

The short answer is I can't. No exceptions unless I can build a separate building that meets the requirements of being a business. I think this is pure crap considering my business model was for me to be a very minor player in a huge field that would in no way be detrimental to my neighbors or neighborhood. Hell, unless I told my neighbors, they wouldn't be able to tell what I was doing. When faced with regulations like this it should be obvious why people choose to operate illegal "dealerships".
