These items should have been caught by the building dept. Don't see how the contractor will be taking the heat on this. All were public works projects. Even though a mention was made about the building department in the article typically an IOR or multiple IOR's(Inspector's of Record) are hired to do all inspections for public works buildings and the local building department is not involved. If it were me I'd be pointing my finger at the IOR. Its his job to insure all components of a building are installed per plans and specifications.

The inspector did not have the slightest clue what they were looking at, at some point the owners of the buildings need to know what they paid for, after all its my state lisence that could be yanked for installing this non-code compliant garbage, companies should not use inspectors ignorance to benefit they're cost cutting practices
That sucks man. Any way you cut it. Glad the shoddy work got "busted", but sucks that the company tried to skimp on it from the start.
I absolutely despise companies that are trying (and usually succeeding) in intentionally screwing the customer. I understand mistakes, but intentional is something totally different.
Glad you stood up for what was right, for whatever reason.
