Default How do I replace lower door hinge arm rivet on a 3rd gen Nova???

I'm going to be ordering all the parts to rebuild a set of stock hinges. I also want to replace the lower hinge arms, but I'm not sure how to reinstall the arm rivets. Here's the part I'm talking about: http://www.classicindustries.com/nova/parts/hc241a.html I can't use a press since I'm using 73-74 doors and will be using half of hinges which are welded to the door. The arm is on the part of the hinge that is welded to the door. Is there some type of tool that I can use? After doing some reading, these same rivets are used on first gen Camaros.

Here's some pics of the area I'm talking about. Hopefully they will help. I was reading that GM used some type of press at the factory and that's what gave it the cuts. The more I look at it, once the old rivet is gone, is there any reason I couldn't just weld the rivet to the hinge. It doesn't turn anyways, it's just there for the arm to swivel on. Here's the pics:

I don't see any reason why you can not weld it Mike. As long as it moves freely like original, it should be fine right?
