Default Smoothing bumpers & chrome advice

Hello I'm in CA and I'm looking for someone to weld in and smooth the attachment bolts on my bumpers and then have them re-chromed. I was speaking to one chrome shop who wouldn't touch a bumper that had the bolts welded in and smoothed. They stated the chrome finish didn't keep a constant finish. I've seen tons of bumpers done this way so who has some experience and point me to the right shop. Thanks

advanced plating in Tn, but be prepared to pay around $1K a bumper
