The best thing you can do is to ship it out to California, without investing any money into it at all. Without a title, no one is going to want to go near it, with plans to build a car that they can show and enjoy. About the only hope your shell has for a project is for a race car (and then only if the VIN comes clean...). I just happen to know someone that wishes to build an all out, take no prisoner track car. If the price is right on the shell, and it is at least moderately salvagable, PM me. It'll have a really fun life. Trust me.

Alabama and Georgia don't require titles on cars before 1975, Bill of sale is all thats required.

my expierinces in oregon, have been that anything not registered in over 7 years are flushed from the system. a bill of sale and an explination of why there is no title, along with a vin inspection + $85, and they will send a new one with your name on it in a couple weeks.

OR

almost every state has some kind of lien law, throw a storage lien on it and get a title. worst case goin that route... the last registered owner will actually show up and pay your back dated storage fees.... $25/day adds up fast.
