Is there any idea to installa modern 3 point seat belt by mounting the upper left on DSE roll bar ? Could it work ?

Definatly,
I've used one from a newer Jeep TJ a few times... You can get them new fairly cheap from Chrysler. Just weld in a bung for the top mount, and a one for the bottom with a hole above it to locate the mechanism.
Then a pad and bung for the belt catch. Make sure the mechanism is perfectly straight up and down though, our you won't be able to pull the belt out. It locks up at any angle other the vertical.

How about makeing upper seat belt mount adjustable like modern cars do? Maybe machined plate wich have correct slot where belt mount moves up and down could be welded on rollbar ?
