"The vehicles would meet current model-year emissions standards and manufacturers would be permitted to install clean engines from other EPA-certified vehicles to help achieve that requirement". But what about safety standards. That's going to be a tough one.

I think its good in a way but bad for preserving classics. What make classics what they are is the fact that they are classics.
