So I've been a slacker and let an area go untreated or primed for to long and need to quiz you guys on the best way to treat the area before I shoot epoxy on it.
This is what it looks like after 80 grit on da.

That is light but its deep. Sanding it may push it deeper.
I would use a rust dissolver/remover such as http://www.harborfreight.com/http-www-harborfreight-com-1-gallon-evapo-rust-rust-remover-96431-html.html
then wipe down with some metal prep.

Not sure on this one Vince?? I'm not a big fan metal prep either :mock:
I would take a small hand sandblaster and just blast it clean. That's what I do for areas like that.
Those converters can leave behind residue that can work its way back up after paint. Ask me how I know :hitaxeonthehead:
Oh I've never done it but have seen it a few times at resto shops with issues.

I bought this little guy a year ago and it work well for small spots and keeps them mess to a minimum.

Thanks fellas, I'll try the spot blaster first and see how it does and go from there.

Not sure if you had acess to a blaster. That would be the best way but it takes a while.
Rick, those are rust removers and not to be confused with converters or sealers. I left a rusty bracket in this stuff over night and it came out looking like an NOS piece after wards.
There's a few videos of the stuff being used. One where a guy it treating a hood section. He made a dam with tape and plastic and let it soak. A perfect technieque for a roof panel.
A vid of it used on a coil spring.
