Is this for real guys? If so, thank God I live in East Tennessee.

Not trying to start a fire storm here, but you can bet this will not be aimed at only ricers if it is for real.

I don't think anything was very surprising to me in the video - maybe because it was made for the police, so that it comes across as more strict to the general public.

I found this for more official info:

http://www.arb.ca.gov/msprog/aftermkt/aftermkt.htm

I don't know if other states do this, but in CA if you are putting an aftermarket part on an emissions controlled vehicle, the part has to have been approved by the ARB and will have an EO (executive order) number to prove it, so that it can be identified by inspections offices. Seems pretty straightforward to me - if you put an illegal (for off-road use only) part on your ('76 and newer? could be wrong here) car then you're breaking the law. I think if you don't submit to a search on your car for any reason then they can arrest/detain you.

Yes Bill, it’s for real. No, it isn’t anything new; we have had these laws in place for a couple years now. Yes, it will coming to a town near you soon. Its only aimed at the ricers until some idiot in an early Camaro decides to race one of the Hondas and kills somebody, than it will be directed at the muscle cars.

Tom, you are part right. Post 76 cars actually get smogged but no vehicle can have any part of its emissions system tampered with EVER, even the late 60's muscle cars. That is actually a federal law that affects EVERYBODY, we here in CA are the only ones who enforce it. BTW, camshafts are part of the emissions system for those interested, so are intakes, and carburetors, and ignition systems, and...

The part also has an EO number that APPLIES TO THAT VEHICLE. If you modify a part to fit your car than it doesn't apply. If you hop up an LSx series engine with EO parts and drop it in an early F body, those EO numbers do not apply to that car ergo are not legal parts. You do not want to mess with the CARB, they do not mess around and cannot be bribed, persuaded, pleaded with or anything else. The way it works is everything is illegal until you prove to them its not.

Yeah me either,I think it's something they can do if they want or need to.I have never seen them inspect and fail a pre 76 car either, but I am sure it has happend.

I know quite a few cops, and none of them know enough about cars to do this on site inspection, and none of them care too.

I have. A few times. I've also had a friend have this happen to him. He understood the reasoning, but didn't like that it happened to him.

Not that one. One of my friends in San Jose. He's got a nice little civic. What got him pulled over was his single euro style windshield wiper and no front plate. Then the cop had him open the hood and just pointed at parts that he thought weren't legal. I told him to go to court over it because he has all the E.O. stickers, and the headers the officer pointed out as illegal have the E.O. stamped on a plate welded to one of the header tubes. It was a bunch of B.S. if you ask me. Every time I got pulled over for no front plate they just asked what I was doing to the car and said it was really cool.

I might be able to get away with almost anything in Redwood City in my Camaro. I got pulled over just so they could check out the car, and it's a real POS. The only time I got a ticket for no front plate, it was a training officer. The only thing the smog tech went for when I tried smogging my car was the EFE Heat Riser Valve off the headers. I asked if everything else was ok and he said "Yup". MSD ignition and all.

Thanks. And I don't hang with ricers. I hang at home with my parents. I just try teaching some of the ricers I know how to drive with respect for others rather than trying to look cool. Looking cool while driving is following the laws.... Damnit, I'm really getting old. Soon I'll be acting like Jody. :faint:

Hey I'm all for THE ENVIROMENT and all but that just SUCKS , I don't really care for the rice burners but when they can look under your hood and tell you your parts are illegal thats fu&%ed . Are we all in some race division that says your parts need to be stock??? :faint:

You know the thing about this whole smog crap is that they want you to have all the proper smog equipment on your car, but if you modify your car, and it actually blows cleaner numbers, they don't care. They should do it not by "the proper equipment" but by what your car does at the smog station.

Doesn't sound like anything new to me. It wasn't any different when I was junk drivin' punk. That must've been 1985 or so. Primered in five different colors, jacked up, no hood, odd hours, lookin for trouble. I might as well have scribbled the words "Illegal Search & Seizures Welcome" on my rear spoiler. They didn't need a law. They just did it. In retrospect, I'd be pulling me over, too. It stopped the day I rolled out of the garage in a fresh (and single color) coat of paint.

So nothing's really changed. They just created a law to facilitate the process.

We don't have emmisions testing in Michigan anymore. They did away with that about 10 years ago. So we got that much going for us.

They are getting that way out here because on the number of wrecks and deaths from street racing. It only takes a few to F it up for every body. If they want to be a hard a$$ about it they can impound your for 30 days and make you pay to fix it and for the storage on the 30 days. Some years back a Buddy and I were both pulled over in our cars going up to his place about 9 pm on a fri. night. He had a problem with his plates and the officer told him to just park it until he got it fixed. He also said " I know you don't want me to look under both your hoods"
Some city's have been sending in under-cover people with hidden cameras to street races to take video and pics of modified cars and their plates. They then get the names and addresses from the DMV and go around looking up the people and their cars. They did this here last year and nabbed 80 some cars this way.

They should go after the real source of the problem: Playstation and Gran Turismo and any other tool that makes tools think they can take 90 degree turns at 120mph. A hand should extend from the joystick and slap the offending gamer each time he tries to defy the laws of physics.

Hey now! That is the whole reason I play! I know I can't do it on the street without a death wish, where can you go and drive without lifting the throttle and get to repeat the scenario when you crash, errr... I mean die? :drive:

I got a solution, raise the age of buying performance parts to 21. That will fix it.

I agree on the Steevo's comments on the Video Gamers mentality. In the past 2 months, 2 MONTHS, there have been 7 local high school kids killed in car wrecks where they were taking curves way to fast and ran off the road. Where does the culpability of the mentally challenged gamer and bravado of being a badass behind the wheel intersect? A Mario Andretti "want to" writing checks that Mr. Gravity's ass cannot and will not cash. Ever.

I put a good amount of the blame on the parents that buy or let their kids buy cars and not teach them respect for them. Just here you go and that's it. Also why are 16 and 17 yr old kids out at 1 or 2 in the morning doing what ever. If you let your kids have cars then you hold some of the responsibilities as to what they are doing with them. Teach them better from the start and they are alot less likely to be out doing these things. If they like racing take them to a track or event some where at teach them the safe way of doing it. I've seen many of these stories on the news with people in the 20's talking about how it took the loss of a good friend or some body for them to get it that it's too dangerous to street race. If only someone had instilled this is them at 15 or 16 then they wouldn't have been there from the start.

here, the cops have a couple "rice" cars, that plain clothed cops drive around, just waiting for some poor fool to pull up along side and blurp the fart can.........instant "speed racing" ticket for the poor fool, however i personally have witnessed the cops in the "rice" cars do the same thing in order to instigate somebody into a speed racing ticket....which i think is a bunch of CRAP.

i have also learned as steve-o pointed out, that driving cars that dont scream for attention seems to work pretty good, along with cars nice that show you #1 have some respect for the vehicle, and probably are a fine upstanding member of the community #2 might have enough money that the meaningless equipment ticket(i.e. front plate) isnt gonna make you decide that the car looks better with one....legal or not.

i personally dont give a flyin f@$% about tickets, if its deserved, fine, i pay it, if not, i give it to my lawyer to take care of. i realize cops are just doin their jobs, i dont have a problem when they do it with dignity, its the power trip a$$holes with a gun and a badge that really get under my skin. ( cop rant complete for "now")

How great is it that I can be sitting here in my Fruit of the looms and read stuff like: "Kung Pow Muffler" and "fart can". I am reading this and I am laughing my A$$ off!! My wife keeps saying: "what the hell is so funny?" I love these forums.
