DSE firewall fill plate

Im installing a DSE weld in firewall plate. Do I have to cut out the metal underneath it or put new piece over top?

To answer your question, no. It is perfectly fine to weld it on top of the old metal. I did this on a previous '69, just made sure to sand down the underside metal down to bare, then epoxy prime it to prevent any corrosion later. You'll find that most people put it directly over the top of the old metal.
