Not shifting to 3rd

My turbo 350 will not shift into 3rd gear and i have the kickdown cable set up right and the modulator valve is still good. Can't figure it out. =/

Check plastic teeth on governor.

It is behind a round "knock on" cap on the side of the trans.

I had a similar situation years ago.
Mine would only go in first & reverse though.

I pulled the governor out and no teeth left at all.
