Not a Chevelle but I have the MSD Atomic throttle body EFI on my 68 Camaro and the cowl induction is fully functional using an aftermarket air cleaner base and one of the K&N filter tops.

If it's vacuum actuated, you can run the vacuum to the efi intake manifold just like normal. Glassman has a Chevelle cowl on top of his second gen hood and I thought about using a second throttle cable to actuate it. It's my functional because he has a snorkel up by the headlights.. but if you have a TBI style EFI you can make it truly functional. Just hook up the actuator to manifold vacuum like normal.
