EDIT: (Clockwise from top left) Eric Madrigal, Peter Veliz, Vince Parker, Dan Cobb and Mark Palmer are the team that placed the spire atop the Wilshire Grand. They worked more than 1,000 feet above the street.

The two possibilities are:

1) Those guys are crazy and are ignoring OSHA rules.

2) Somebody is skilled at Photoshop.
